Gateway Tunnel Project Awards Contract for Hudson River Crossing

The Gateway Development Commission (GDC) has awarded a major construction contract for the Hudson Tunnel Project, marking a significant milestone in expanding rail capacity between New York and New Jersey. The contract, Construction Package 1C, covers excavation of twin tunnel tubes beneath the Hudson River, along with installation of the tunnel’s structural lining.

The work has been awarded to a joint venture of Traylor/Walsh/Skanska, with construction expected to begin in the coming months. With this award, a majority of the project’s construction packages are now active or completed, and all core tunnel construction work has been assigned.

GDC officials described the contract as a critical step forward in delivering the long-planned infrastructure upgrade, which will add new rail capacity and enable rehabilitation of the existing century-old North River tunnels without major service disruptions. The Hudson Tunnel Project is a central component of the broader Gateway Program to modernize the Northeast Corridor.

Gall Zeidler Consultants (GZ), as part of the Delivery Partner (mPa), is providing leadership roles in the project management and construction management services to the GDC and its partners, including Amtrak, the Port Authority of New York & New Jersey (PANYNJ), and New Jersey Transit (NJT). In addition, GZ is supporting the project’s digital transformation and advising on the implementation and adoption of Building Information Modeling (BIM) across the program.
