Delivery Partner Model Expanded for Hudson Tunnel Project
The Gateway Development Commission (GDC) has expanded its use of the delivery partner model for the Hudson Tunnel Project (HTP), citing strong progress since onboarding MPA (Parsons/Arcadis/Mace JV) Delivery Partner in March 2024. In just 18 months, the model has enabled GDC to secure full project funding, award contracts for three construction packages—including the first tunnel boring contract—and advance the Tonnelle Avenue Bridge and Utility Relocation Project toward on-time completion. Manufacturing of the first two tunnel boring machines is also well underway. In addition, the procurement processes for four additional packages are well underway, two of which are expected to be awarded in the next six months. The recent Board’s action will enable GDC to retain the team that achieved these milestones and build on this success by adding engineers, project managers, planners, safety experts, and other key personnel, bringing MPA’s support to 350 to 400 full-time equivalents over the next five years, backed by $665 million in allocated funding.
GZ’s Role
As part of the MPA Delivery Partner team (a Joint Venture comprised of Mace, Parsons, and Arcadis), Gall Zeidler Consultants was selected to act as the Delivery Partner (DP) for the Hudson River Tunnel (HTP). The role of the HTP DP is to provide project wide Project Management (PM), Construction Management (CM), and engineering services to the GDC and its partner agencies. GZ is acting as tunnel experts for the DP team and is providing staff that is working directly under the GDC itself, Amtrak, and the PANYNJ. In this role, GZ is providing design review and oversight, resident engineering and CM services for contracts that are under construction, bid review and CM services for contracts that are in procurement, and technical review services for contracts that are still in design. GZ is providing project wide PM services to the GDC that involves interface management, schedule tracking and review and providing contract packaging advice and oversight. In addition, GZ is supporting the digital transformation of the project and is advising and supporting the project’s BIM adoption.
